Phlox Theme

I downloaded an Phlox Pro Theme that I liked.

I cannot figure out how to load it to edit it. When I find it under Templates, and then go to edit it or preview it, I'm told that it's Empty.

I'm new to this. Any help on getting this theme loaded would be amazing.
