Plug in is “On”, but will not activate.

Hi –

I’ve installed the Under Construction plug in. It says it’s active, but my site is still viewable publicly. Ive tried from multiple browser, using incognito mode and using the preview feature as well as the”tester” on your site and it will not display with the Under Construction page.
