Plugin for structured hierarchy was trying to use ACF

I’m looking for a theme/plugin that allows me to create a structured hierarchy like this:

1. **Home Page**
* Six Subtopics
* Each Subtopic has County Pages
2. URL structure = homepage(dot)com/subtopic/county/city
3. I want to use a bulk uploader for all the pages and then probably use elementor to go in and custom edit some of it.

I was trying to use ACF but it doesn’t seem right allow me to manipulate the url slugs and structure.
