tl;dr: Videos will be tagged. A single video will be created from parts of multiple videos based on tags.
Let me explain simply with examples. We have 3 different videos with 3 different tags. Swimming man. Runner man. Cyclist man. These videos are hosted on the site with these tags.
If the user wishes, he will be able to select these tags and create a video from these three videos and watch it without interruption. swimming > runner > cyslist
According to the tags he chooses, he will watch a video consisting of just the runner and cycling video if he wants to.
So these tags can be tens of videos or hundreds of them. The key here is to combine videos from different tags into one video. In addition, it is important that the final video appears as a single video. I hope I was able to explain.
A second issue is (the former should be done first) let’s say the video of the swimming man is 10 seconds, I can’t cut it losslessly because there are no more keyframes.
But only 7 seconds of the video is of interest to us. So is it possible for us to set it to show only 7 seconds of the swimming man when the user selects tags and creates a single video?
Is there such a wordpress video player? Or can I do it or have someone else do it?

This would be quite a plugin.
You might be able to do this with YouTube embedded videos and JavaScript. I made a kind of video snippets jukebox a while back using this method. It basically had a list of topics and each one would show a predetermined snippet from one of many much longer videos when clicked.
