Potentially dumb question

I’ve messed about in WordPress for years, but only superficially. Lately I’ve been building a few sites, and really trying to see what it can do, and I’m starting to smack into what seem like stupid obstacles. Why no meta description by default, for example?

Today I hit one that is really annoying me. I have a two column container, and in the right column I am using a table of contents block. I want to vertically align the block at the top of the column, but the block’s toolbar and sidebar do not include any alignment options. I tried adding it as a style in the code edit view (didn’t work), but I’d really like to edit the block’s code, to either enable the v-align tool, or just default the block to top whenever I use it.

Is this a case of my theme (Astra) fighting me, or more of a user issue (quite possible)?

Can I edit the block code in WP? If so, where?
