Problem solved. I’m now saved from getting fired or getting a paycut.
~~I am assigned to handle 3 wordpress in total. 2 wordpress successfully upgrade to 6.3 from 6.2.2. The other one keep showing update to 4.9.8 from 6.2.2. I kept on check for update but still showing 4.9.8. I thinked it was a bug so I clicked the “update to 4.9.8” and now my website is down. Even the dashboard cannot be seen. Please help me! I don’t know what to do now.~~

Where is your backup? You backed up before you updated, right? (if you’re managing websites, it’s your task to make sure you keep backups! so something like this doesn’t happen again)
Make a backup of the current site, a broken one is better than nothing. Replace all the wordpress files, excluding your wp-content folder and wp-config.php file with the 6.2.2 version and see if that works. Then try to repair the database if not.

But with sites that old (4.x is ancient), you’re highly like to have plugin issues.
