This wasn’t woocommerce issue.

I went ahead with trying to reproduce the issue, following the steps above, to no avail. The price set on step 5 was the one showing on the front end, as expected.
Just to be sure, did you already have a chance to test with a fresh WooCommerce site, created with a service like tastewp.com, for example, and see if you can reproduce the issue, or otherwise?
