I have a pdf file that I’d like to share on my WordPress website for people to view (it’s a report I’ve written) but I’m not sure how to do it with minimal effort and no coding.
Is there a way to do it with blocks? Would I be better off with a link to it? Any other ideas?

I am assuming you are not interested in providing a simple link to download the pdf… Keep in mind, modern web browsers do pretty good with pdf viewing.
You can probably do a decent job with native Gutenberg blocks. You can copy paste text, add images, etc. If you are unsatisfied with the flexibility provided, there are numerous plugins that give you more blocks with extra bells and whistles for your customization needs.
