I need to create a page that will run a custom php code. The php code will work out the latest pdf file in a specific physical folder, and redirect the user to download the file. How do I do this?

Yeah, this is doable, but probably not doable by the average WP user. I guess it depends on your skillset and how much time/effort you have available to put into it.
