The plugin can only replace files hosted locally on the same website. I do not know exactly how you have your website set up, but this URL (https://kidsimpact865312240.files.wordpress.com/2021/08/yia_intro-factsheet-1-8-9.pdf) is not on the same website. At least not for our plugin.
I recommend that you make sure that all files point to your domain, and then try to replace the file again. If you need help with this, you should contact the WordPress.com support team.
