Has anyone tried this? Did it increase the amount of people who visited your website and contacted you to have a website built?
How much effort did you put into it?

The primary reason for adding a blog to an otherwise evergreen content site, is to encourage SE’s to index it regularly with the updated content which should grab any new or updated products or pages.
It is a good idea to do so. Think about writing content for topics related to your site. Do the research to see what others in your niche are writing about. Do the SEO work to make sure your posts are getting good scores. Both Yoast for WP and Rankmath have tools to help you do this.
The main problem is if you’re doing web design and you create web design content, all you’re going to get from search results is web designers. If you create articles that businesses might search for and targeting answers to questions such as: “Growing your business in 2023”, “How you can grow your online presence in 2023”, if you’re going to niche down into certain business sectors to show you have some clear knowledge in the industry outside of cookie cutter web designers then this would be a massive bonus, for example if you know about snowboards, you could create articles based around this, “The best snowboards for 2023 and how you can sell them faster”
You could even go as far as creating entire new domains or using sub domains with your web design business and tailoring it to the business sector, just familiarise yourself with the sector real fast and create the websites which will be duplicates of your main website with content changes based on the sector. Say your main site is “[blueskydesigns.com](https://blueskydesigns.com)” you could create [snowboarding.blueskydesigns.com]), or go as far as buying entire domains [blueskysnowboardwebdesign.com]) (This would obviously need some tinkering but you get the idea..) and tailor all of the content including title, heading and appropriate SEO meta on the landing/home page to be targeted towards grabbing snowboarding businesses that are looking for a new website.
If you do this for 12 hours a day for the next few months, churn out content and websites, you’ll be overflowing with clients and have to find someone to partner with that you can sell the potential clients to and take a finders fee if they decide to go with your referral.
Yes, double yes. A blog is a great way to SEO and a chance to flex and test your voice. Do it.
The blog should provide useful info or it won’t work too well.
