Site drops tax charges whepaying with PayPal

So I have an Ecommerce site that sells a few non tangible/digital products. The site uses woocommerce to manage the shop and also allows PayPal or EMT to cash out. Regular orders work fine, EMT works fine, even credit cards via PayPal work fine.

However, if someone just simply pays with their PayPal account it doesn't charge taxes for some reason. Even tho the cart shows a subtotal + HST = grand total. It will always only charge the subtotal amount.

Maybe this is a question for another sub reddit, maybe someone has had similar issues and can point it out to me. Thanks in advance.
