Going out on a limb here, but I need to see if there is a template or plugin that can accomplish this? Maybe even a service in general?
I’d like an admin front end login and a user front end login that has its own database potentially.
In the user set there would be skill or milestone markers that are accomplished and met that roll over into a new level so to speak. Like a check system or progress bar. Admin side is able to update things and monitor for the user side.
Maybe a tall order? Might already be something comparable out there?

Requires a lot more detail. How are skills/markers completed? Why is there a need for admin frontend login? You might be able to achieve something like this with an LMS plugin.
This should not be separate databases. There are plenty of existing plugins and functionalities available for such a thing. Google is your friend here.
Once you settle on a method, and have specific questions on functionality implementation etc, it’s easier to help guide you.
