Some plugins on my network are greyed out

I have no idea when or what caused this but I was logged in as a network admin installing the all in one wp migration plugin(locally with xampp) . And when I went to the site I wanted to export, the “activate” button on the plugin was greyed out and also many other plugins like advanced custom fields.
Extra details: the theme is a html template I converted to WordPress following this[tutorial](https://youtu.be/FN5jhyspVXc?si=a5xlLYVgjl1ZkiMF). Everything was working fine , I was able to add pages, use the header, add content etc until I needed to export it to host it live online. Most my plugins activate button is greyed out ; but not as the admin.
I’d be happy to share more information. I’m not entirely familiar with WordPress, these are the first sites I develop.
Also installed bookingPress plugin and asked ChatGPT to fix some issues I had in the function file because booking press was not generating the pages, they were there but the widget or anything loaded. But then I asked ChatGPT to modify the functions.php file to make sure booking press works with a converted theme. Maybe that’s it? Has anybody had this issue ? Thank you very much.
