I’m sorry you’ve lost your settings upon deactivation, and I totally agree with you – the database should be cleaned up on uninstall only. Thanks for pointing out, the fix will be added in the next release.

I’ve addressed this issue in 3.1.3, not database is cleaned on uninstall, instead of disactivation. Thank you so much for reporting!
