Submitting theme and plugin

Hey all, I have created a block theme and when I wanted to submit the theme they told me that I have to bundle the blocks in a plugin plugin first. Then I have to submit the plugin, then I have to submit the theme, and then I have to let the users now that they must install the plugin.

Apparently this is done so they separate functionality from appearance, which makes sense.

So, I moved my custom blocks to a plugin and now all works well. However, I don’t think someone will ever use this plugin I’ve made because it’s very specific to my theme, and **I’m currently wondering if there’s a way to bundle a theme and a plugin and then submit that**.

I really don’t want to submit a plugin just for this, mostly for the reasons mentioned above and also the wait time is 107 days according to wordpress.org’s website.
