I want to make a personal project in wordpress that consists of a sociable facebook-style network without having to spend a lot, it even has a plugin + theme called boddyboss but I wanted to solve this for free (I understand the basics of CSS and HTML but it’s not enough to create a social network, has anyone already achieved this feat? (I’m sorry for the English, I’m Brazilian)

Does this sound realistic to you? Consider what you’re trying to duplicate. Facebook has some of the most talented software engineers in the world and is a multimillion dollar organization.
You’re not going to just create this for free with a bit of html/css knowledge.
If the theme exists and it’s under $100, but the theme and look at how they built it. Consider the $100 an investment in your skills/knowledge.
WP is by far not the best platform for this. Instead try something like this one or one of the other Turnkey options
