If you connect the Google Analytics module, or even use a manually inserted Google Analytics code snippet, the URL of this resource will reference googletagmanager.com. This doesn’t mean Google Tag Manager is active on your site, as you’ll see from this guide. It’s only an indication that the gtag.js script Analytics resource is hosted on that URL.

I now understand that the issue is that our cookie consent plugin isn’t blocking GA4 before consent anymore.
I will contact them.
