Can you please explain step by step how to reproduce? I’ve tested with a Twenty Twenty-Four with languages with less and more than 90% translated, and it downloads both .po and .mo files, as expected.
On a brand new install, with theme “Business Card Resume” installed, after clicking once in Update Translations on the themes page, I got the translation files and got that string you specified.
