I understand you’re unable to verify your website URL. This article from Google describes some of the reasons why you may be unable to claim your website URL:

Would you mind sharing a screenshot of the error and your system status? You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, you can paste it into your reply.

As mentioned in the I’m getting an “Unable to insert site verification” error when connecting a Merchant Center account – what can I do? FAQ, this is an automated process and mainly comes down to Google not being able to access and verify the site.
However, could you go to WooCommerce > Status > Logs and see if anything is relevant within a google-listings-and-ads-xxxx.log file?
Additionally, please follow these steps to disconnect WordPress.com and MC center and connect again to see if the issue is fixed or not:
Next, go to Marketing > Google Listings & Ads and set up the connection again.
Make sure to clear the site and browser cache and ensure the site is publicly accessible.
