I have been asked to do a complete overhaul of a website, which was previously done by a freelancer many years ago. I have access to the WordPress login but not the hosting service.
My initial plan was to develop the new website locally and then import/migrate the new finished website into the old WordPress site using all-in-one or a similar plugin. However, after looking at Youtube tutorials, it seems that this changes the log-in details for the live site to those that I used for the local development. Is this the case? Also, will this change anything with the SEO/ranking of the site?

Create a staging copy and modify that.
If you change or remove any posts, pages or URLs without setting up proper redirects then yes it will impact SEO/ranking.
Other than that it’s hard to say what will happen with SEO as we can’t see how the current site was built without a URL. If you don’t know what you’re doing here though it could have some harsh side effects on SEO.
