What are your favourite form submission plugins/apps for your WordPress site?
I’ve been making a few WordPress sites for some small local businesses.
I needed a submission form for clients to ask for a quote.
Using WP Forms, I set my own email and my clients’ email as the recipient email addresses for receiving submissions, but they aren’t going through to my clients for some reason.
I have used Typeform (which looks nice on the sites) but this only allows for a few submissions per month before they want you to upgrade to the paid version.

Are the emails going to you? If so, my guess is it’s going to the client’s spam or there’s something else on their end. If neither of you are receiving, it’s an SMTP issue and not necessarily a WP Forms/plugin issue.
But to answer your question, Forminator is an awesome free form plugin. Highly recommend.
