Hello,
let’s assume that person has to complete given task:
* set up WordPress + WooCommerce with provided Astra template
* configure payment and delivery
* fill up client’s content (company info / logo / policies)
* configure 10 products.
Question: what time should it take to fullfill this task for Junior / Mid / Senior WP/Woo dev? I know that the answer can be “the same but the quality of work will be different” but I still need to estimate it somehow…

It depends
That’s a bit too vague to base any useful estimate on. A few things that would be good to know:
Which payment gateways/systems?
1 flat rate shipping method only, or do you need something like shipstation to run a whole fulfillment and shipping operation?
Outside of the default basics what other woocommerce features will you need? Tax and shipping calculations for example?
If you’re trying to measure the time difference between skill levels, I think you at least need to define what you’re comparing in much greater detail. Also the definitions of jr mid and sr… How are you going to define those roles? You need to clarify that because everyone does it differently.
How many pages of content? You said Astra theme but any additional customization? What other plugins? What about analytics? Or a CRM integration?
Unfortunately your question is not detailed enough to give you an answer more specific than anywhere between one day to a couple weeks.
