What’s the best practices in order to enqueu theme’s styles and scripts files?

Hi I'm learning how to develop a theme and I would like to know how include the files. For example: I saw some themes using style.php instead of style.css, what's the benefits?

Inline or external css? If someone could give tips and good practices I would be glad!
