Why does my WordPress dashboard look like this? Why does my ‘add new plugin’ page look like this?

I have a WordPress website that is currently in horrible shape and my client wants me to update the website but he doesn’t know that I can’t because of this WordPress admin dashboard. Please can anyone explain how I can fix this?
These are the things I tried :
1. cleared the cache of my browser.
still, it shows me like this. This is the situation that I have been facing for the past 3 weeks, First I thought this was because of my slow h\*sting provider but no. Still after 3 weeks, the results are the same.

  1. Press F12 – check the Console tab. I’m guessing ‘mixed content’ error?

    Not sure the /wp-admin/plugin-install.php is 404ing though. Do you have Admin user privileges?

  2. you’re on wp multisite individual/primary site. try going to network plugin management page. pethaps you’ve restricted wp Mgmt at site level

    and definitely more. review htaccess files, web server config file etc
