woocommerce_marketplace_fetch_promotions failed and cannot be deleted

Hello team Woocommerce,

I need your help, I am having an issue with the woocommerce_marketplace_fetch_promotions scheduled action. It seems I cannot deleted it via Worpdress admin, and neither via PhpMyAdmin. It keeps coming back but it always fails when it runs. Could you please help me out ?
