Quick clarification on terminology:
Theme: all WordPress sites require a theme. A theme’s purpose if for styling the site eg fonts, colours, etc. A theme should not provide functionality. Some themes come with templates which are like mini prebuilt layout (but those aren’t common)
Plugins provide functionality.
I think BuddyBoss (https://www.buddyboss.com) might be perfect for you. They have a great plugin that has a ton of community-focused functionality. They also have a theme, but you can use any theme you like.
