WP Gutenberg builder. How to add a text emoji to a WP block?

I copy a country flag emoji into a WP heading block (or text editor block) and save the changes. But when I view the website, the emoji is not visible.

Some articles suggest using plugins, but I prefer not to do that. It is only for 1 flag emoji in the website footer.
