Hi, I just finished carrying out a test using the link above and it worked for me. What I did is go to the Products tab, clicked on Add to Cart button on one of the products. This took me to the Cart tab with a shipping cost. I then clicked on the PayPal button and a window appeared for me to enter my details. I can confirm this is working for me.
I suspect that you have a browser cache issue. Please clear your browser cache then try again. Let me know how you go.
