I’m not able to replicate the issue you see with the free version of Blocksy. Gradient tool is loading properly with “Disable block-based widgets settings screen” enabled per the screenshot at https://www.imagebam.com/view/MET4SVJ
You migh want to inspect browser console for any JS error and report that to Blocksy theme support.
