I'm making a business website for my bf and the contact form notifications are not reaching his outlook inbox.
I'm using contacts form 7, everything seems to be fine on that end. When I test it with my Gmail account the notifications reach my inbox immediately with no issues, but nothing comes through to his.
As an alternative I have sent up the flamingo plugin so contact info & messages can be saved on WordPress. I have also connected a Brevo account – although only contact info is getting sent there – not seeing the messages (perhaps I'm missing something?) but ideally the submitted info would go straight to his inbox.
I've seen a lot of mention of an SMTP to fix this problem, but when I got to set up WP SMTP the Microsoft/outlook option is part of the pro plan. is it possible to get form submissions to outlook for free? Is this an issue with outlook itself?

The issue is probably with the SMTP configuration on your website. With a plugin like WP Mail SMTP, Fluent SMTP or Post SMTP, you can set your website up to send mail via an email API. I haven’t never worked with Brevo, but that should be a good option. you’ll need to do some things on the Brevo side of things to authenticate your domain to send emails and probably get an API key. Then on the WordPress side of things, configure your SMTP plugin of choice to use that account. Another thing: you’ll want to set up a “send from” address and make sure you have the setting enabled to always use that address and override other plugin settings (in case it is trying to send via an admin email or something else that may not be at the same domain)
It likely doesn’t have anything to do with outlook beyond outlook just being stricter on spam. if you set up SMTP correctly on your website and have it send through a free email API like brevo (mailgun and SendGrid are the ones I have more experience with), you should be good to go
You can use SMTP by WP Forms. It works with contact form 7.
On the settings you can choose “Other SMTP” Option and configure it using your server ports.
