How do agencies develop new sites in a day or days?

Currently exploring the features of Genesis framework. Seems really promising. However, I’m still not able to understand how agencies can deliver a site specifically designed for a client within (2) days.

Do they use the same theme and only change the colors and typography?
How do they make sure the client doesn’t destroy anything regarding content/layout of a page? Because with Gutenberg you are able to add any block (inside a block) as you want.

I just can’t seem to figure out how agencies deliver website in fast pace that aren’t exact duplicates.
