I have a client that has a pre existing WordPress site. I will be redesigning the site locally but would like to get into their current site and dig around. Do you just have them give you their admin account?

Absolutely, particularly when we’ve set or agreed upon a project, and our proposition is accepted, and we enter into the business relationship.
Alternatively, if we still didn’t establish a business relationship, we try to estimate the draft project’s costs without the need for login credentials to the site, from “the outside”.
I have two methods. My prefered is to pass them my LaunchPad plugin to install. The creates an admin user for me on activation, and then also creates a page with a snap shot of all published posts and pages, along with iterating through current themes and plugins installed, which are active/inactive etc, and server info.
If the client doesn’t want to do this, it’s usually a bad fit, but still I have them create an admin user for me, and poke around. I try NEVER to use the client’s admin user. It’s best to be able to attribute all activity to the actual user doing it, in case someone breaks something they shouldn’t.
It’s a bad idea to quote a retheme without having first checked out the existing site you’re retheming, and having a full understanding of the current toolset, plugin versions etc. or state of current tech stack.
i.e. Do you need XMLRPC active on the server for some legacy functionality or some other thing not allowed on my server infrastructure.
