How to make this effect or how is it called

So I saw an effect while scrolling background stays still and only the content moves, but weirdly.

I saw it on boiler and cloudways after you scroll on the home page for a bit.

On the boiler website there is also an interactive part with shapes and a logo animation which Im also interested in.

The priority is the scrolling effect, thank you in advance!
