I keep getting this message that one plugin is inactive

After downloading a cookie consent plugin (I don’t know if this has anything to do with the message), I keep getting this message:

Action required with recommended plugin.

The following recommended plugin is currently inactive: WPForm.

Then, I activate the plugin, it tells me that it was successful, but the message still pop up wherever I go. What’s going on?

Do you have any suggestion? This must not be good.
