After some more searching, I installed the jQuery Migrate Helper which has fixed the issue when I am in troubleshooting mode.
Is there anything else I need to do to make this a “permanent fix” that doesn’t require the jQuery plugin?
I’m fairly comfortable with WordPress having used it for 5+ years and 1000s of posts, but I’m not a developer – just a dude who blogs. My coding skills are limited to following step by step directions and editing CSS occasionally.

After 2 days of testing, theme and plug-in troubleshooting etc, I discovered the problem was JetPack Boost. Specifically (I think), it was a checkbox setting for using Jetpack blocks. I unchecked that setting and everything returned to normal.
I have disable Jetpack boost altogether. I found the red alert notification badge annoying and my site is a personal blog with low traffic. I don’t need Boost functionality. I thought it would work without problems since it was Jetpack, but I guess the latest updates to Jetpack or WP created some conflict.
