If you want to learn to code thoroughly (you seem to have started) you can do everything for free (except your time). If you don’t then pay someone to do it. In the WordPress sphere plugins are how you get increased functionality without knowing how to code. People pay for that convenience and time saving to a certain extent. I’d say that plugin costs a low compared to what it would take for a developer to build what you wanted from scratch and as such represent good value but I do see your frustration. I’d just say if you are cash strapped them learn it yourself and if not then pay for plugins.
Yes, you can make a decent WP website for free. But it has to be something simple like a blog or portfolio website. The WordPress community has gotten so greedy nowadays that even simple features of plug-ins and themes are behind a paywall. So, use your creativity and try to find open source plug-ins.
