On a new WordPress 6.2 install (default theme, no plugin active), I can still see the theme and plugin file editors under TOOLS… where they were previously (since…. 5.0?).
If you can’t find it on your site at all, then something on your site is disabling it (I can’t say what though).
Hm, ok. The editors are not visible in my tools folder. But someone gave me a hint:
