@mossifer The frequency settings does not apply to admins becuase if they are active for admins, its hard to debug issues. And in most cases, when you setup the popup and viewed it, after a few months when you come back to your site and wonder why the popup does not show up, forgetting about the frequency settings.
However, we will add a new settings page in near future which will allow you to apply the frequency settings for admins as well.
