Proper way to implement an employees portal area?

I got a client that asked me to implement a sort of portal inside the website for employees only where they publish/notify changes in policy, maybe they’d like the capability to filter who they send notifications to, sounds pretty basic. But I figure they need more things with it in the future .

I haven’t done this before. Should I stick with the member users functionality of WordPress or should I get a sort of saas application in aws server linked to a link in the current website?
