Rebuild large commerce site using Gutenberg

A friend has a fairly large and very active commerce site (10+ orders a day for maybe $4k a day). About 100 pages, 100 posts, and 1000 products. It’s built using Astra Pro, WooCommerce, and Elementor Pro and has existed since mid 2019.

He wants to rebuild the site using either Astra or Kadence and wants to remove all traces of Elementor, using Gutenberg instead. He has someone that works for his company that does all the dev work.

I guess the big question is whether to rebuild the site on staging by importing the images, pages, posts, and products. And then rebuilding each of them one by one using Gutenberg over the course of months. And then when all is done, import the latest version of the users, orders, etc. Would this mess up the users, orders, etc. if the product page end up with different IDs? Would the IDs of the users, orders, and other Woo stuff change or get messed up?

Or, he’s willing to do it on the live site by removing Elementor from the header, footer, etc. And then do it on the live pages, posts, and products one by one. I’m not sure how he’d do this as it would take many months and I’m not sure you can have a combination of Elementor pages/products and Gutenberg pages/products while the changes are being made.

Any advice is greatly appreciated. His dev is qualified but isn’t sure which way would work best and give the best end result.
