The Plugin Check Plugin is meant to be a guide to help people address problems before submitting plugins to the reviewing process, and because of that it has a lot of references to the type of code we don’t want to see on other plugins and makes use of libraries that are only supposed to be used in development mode, so that behavior you are seeing there is very much expected.
It’s very unlikely that PCP will ever pass itself on the check, but thank you for your report and I am hopeful that you will understand the reasoning.
