What would it take to accomplish this?

I run a free, non-profit genealogy website you can see it here: [Site])

I upload lists of names into WordPress tables and then display them on the front end for users to search like here with the plugin WPDataTables: [You can see an example here.])

I would like to step up my game and instead of the WPDataTables I would like an actual form where the user can type in a name, last name, or any other parameters and click on ‘search’ then the form will look into the database table, and display the result neatly with pagination (some of the tables have over 60,000 records). — something like this:

I was a SysAdmin in my past life, but I am a weak programmer. Is there a moderately easy way to accomplish this myself?

If I went with a programmer what kind of budget should I be making?

Anything else I should be thinking about?
