I have purchased my domain and and currently have the hosting on Dream Host. The site is currently live and I have no idea where to start getting the things I would like to be part of this web site. I have a generic mapping of what I would like to accomplish for content and a site map.
I have done some miniman dev in the past using PHP, ASP and html, but I don’t really want to do a lot of that.
I would like to have the following basic features for an art community:
Member Forum
Member signup
Forms
Dreamhost offers wpforms, bbPress, BuddyPress

Have you researched the theme you will use and how it fits your needs? If you find the right theme a lot of what you are looking for would be integrated and no additional development should be needed. I just build a travel website, I used a related theme that also integrated with the WP travel engine and therefore I needed to do little to none development.
Look into buddypress
You are on the right track. You need to find a theme that you feel comfortable with. BuddyPress is awesome and they recommend the theme BuddyBoss. Yet, you can use your own and incorporate BuddyPress. I suggest setting up a localhost dev environment to design the site and push it live when you are finished or make new changes. Familiarize yourself with site security and have plenty of backups in case you need to restore your site.
Dreamhost doesn’t “offer” anything. Those are all free plugins, available to anyone from the repo.
I think you just need to get started. Install a theme, create some pages, check out some plugins.
