Anyone can take video, you can’t protect it without DRM which commonly used. BunnyCDN streaming can provide some form of secure streaming, you can DM me for more info.

If someone can see something on their screen or if it’s online, they can copy it.
Once content is accessible on the screen, there a myriad of ways to bypass controls. An easy example is using the camera on your mobile phone.
Unless you are streaming it in a controlled environment that requires users to be physically present in a secure location, have them to surrender their devices and belongings for the period they are there, be continually monitored for any actions over camera and more (yes, it’s a real thing in highly sensitive environments), you won’t have complete control over the content.
Another way to think about it is that if 3 letter organizations can or have experience(d) unauthorized access or loss of data, it’s highly likely most other organizations will too.
