You will not find “out of box” theme like this site. It’s possible, probably, to build something similar with a wisely chosen set of plugins (membership, form, woo, ACF, GeoIP, etc) and some/a lot of code.
It’s a job for seasoned WP developer; in 5 digit ($/EU) realm.
