Rebuild and future

I have built my website and am pretty impressed with what I have done, however I am now at the next step of needing someone to sharpen it all up and get it looking fresh functioning.

I am envisioning some gradual changes and upgrades so I am wondering how I go about hiring someone to do this freshen up and make it working, but also then be able to put these different functions in place as and when required.

How do I go about outsourcing this? Is it a case of just going through fiverr to find someone or is there a better direction I can be pointed in?

Notes : solo project/founder, size 8.5 shoe
